About the Research Programme

The Procurement Research Centre has been established by Ministry of Finance (MOF) Department of Expenditure (DoE) at Arun Jaitley National Institute of Financial Management (AJNIFM). It is the primary research centre of Government of India on Public Procurement and Supply Chain Management. It is supposed to support policy making of government though research work on issues of public procurement and allied areas offered to it by Government of India.

 

The PRC is currently working on the following research problems:

  1. Procurement and infrastructure development: A review to explore modern ways of financing projects.
  2. Vendor Selection Process: a study of different options.
  3. Comparative assessment of product price between limited tender and advertised tender.
  4. Assessment of “Vivaad se Vishwas” (Contractual Dispute).
  5. Ethical sensitisation for public procurement official.
  6. Exploring the pre-qualification of infrastructure procurement – what works and what does not?

 

Completed Research Work

  1. A quantitative review of e-reverse auction in India: Implications of Policy.
  2. Assessment of the relationship between tendered quantity with the quoted bid price of the vendors-Lessons in Public Procurement.
  3. Impact of variation in percentage value of security deposit on the percentage delay in execution of contract: Analysis of contract on GeM.
  4. Sustainable Public Procurement in India: Current status and way forward.
  5. Concept paper on Smart Contract in Public Procurement in India.
  6. Feasibility of Adoption of Documents-Only Arbitration as a mode of dispute resolution.
  7. Study of knowledge gaps in public procurement professionals and suggestions on how to overcome the knowledge gaps.
  8. Experience of some of the States in implementing special procurement procedures (e.g., State of Gujarat, Andhra Pradesh, Rajasthan etc., with the Swiss Challenge Scheme).
  9. Performance Based Procurement (Outright purchase of goods Vs purchase through service or lease): Literature review, case study review, suggestions..
  10. Experience (about working of GPA) of some of the developing countries who are members of WTO GPA.
  11. Understanding the determinants of success in execution of high value contracts in India; Arriving at understanding the internal design of these contracts and also external factors that influence their success.
