Shri Dinesh Singh Jaini is an officer of the Indian P&T Accounts and Finance Service Group ‘A’, 1996 batch, with nearly three decades of experience in Financial Management, mostly as Head of Finance & IFA in various postings in the Department of Telecom and Posts.

Presently he is serving as Professor and Joint Director in Arun Jaitley National Institute of Financial Management (AJNIFM) on secondment/deemed transfer basis. He is the Programme Director of the Professional Training Course (PTC) for Civil Services Probationers of the Group ‘A’, Organised Accounts and Finance Services of the Government of India.

During his tenure as DDG in the Postal Directorate, New Delhi, he supervised the compilation of accounts of the Department of Posts as per prescribed accounting standards, rules and principles. He also supervised budget formulation and control of expenditure, along with the review of Financial Performance of the Department. He also successfully supervised the integration of PFMS with CSI (DOP Software).

During his tenure in Rafi Ahmed Kidwai National Postal Academy, Ghaziabad, he coordinated and organized various training, R&D initiatives, workshops, and academic activities in Finance & Accounts-related matters for Indian Postal Service Probationers and IP&TAFS/Indian Postal Service Group ‘A’ / Group ‘B’ officers.

During his tenure as Director Accounts Postal in Nagpur, he successfully computerised Army Postal Service (APS) Accounts by implementing Dolphin software, along with implementation of direct credit of Pay & Allowances in savings accounts of Army Personnel posted in different parts of India.

During his tenure as Director Accounts Postal in Ahmedabad, he successfully developed and implemented Pension Software (e-Nivrutti) in collaboration with NIC Gandhinagar. This Pension Software was later adopted nationwide in all Postal Circles.

During early stages of his career in DoT, he successfully handled shift from Cash Based Accounting to Accrual Accounting during transition period of BSNL formation.
